Patrick recently immigrated to the United States. He was employed in a warehouse, but one day while waiting for the bus, his hands were severely frostbitten. Some of his fingers had to be amputated and he could no longer work in the warehouse. He subsequently lost his housing. He wants to take a forklift training course, which will cost $250.
